Kelvin Beene

President, Illinois Association of Code Enforcement


Kelvin is the Property Standards Manager with the City of Aurora.

Kelvin was elected President in December 2017; his term expires in December 2019. Previously, Kelvin served as 1st Vice President from December 2015 to December 2017.

Kerry Gregory

1st Vice President, Illinois Association of Code Enforcement


Kerry is a Code Compliance Officer for the City of Elgin. She has been a part of the Elgin team since November 2016 as a code compliance officer and rental inspector.  She has worked in a municipal setting for more than 13 years in various positions, including code compliance, permit coordinator, deputy city clerk, and payroll specialist.

Kerry was elected 1st Vice President in December 2017, and her first term expires in December 2019.

Adam Wallen

2nd Vice President, Illinois Association of Code Enforcement


Adam is the Building Enforcement Officer for McHenry County Planning & Development.

Adam was elected 2nd Vice President of IACE in December 2017, and his first term expires in December 2019.

Angelique Schnur

3rd Vice President, Illinois Association of Code Enforcement


Angelique got her start in code enforcement in 2002 and since 2007 has been a Property Maintenance Inspector with the City of Evanston.  She currently oversees the vacant program in Evanston, conducts rental and complaint inspections and works closely with Northwestern off-campus landlords to ensure the housing is safe and the properties are maintained.  She has been instrumental in creating several “how-to” guides for her department and is a team player, helping where needed to assist staff with other projects such as rooming house invoicing, rental registration and sustainability initiatives. 

Angelique was elected as 3rd Vice President in December 2017 and will serve a 2 year term.  She can’t wait to get started and is looking forward to working with the IACE board and membership.

Kory Smith

Secretary, Illinois Association of Code Enforcement


Kory has been a Zoning and Code Enforcement Officer for nine years. Originally from Wisconsin, Kory moved to Illinois to pursue a career as a firefighter. He obtained his Firefighter II and EMT-B Certificates as a paid-on-call firefighter before being offered a position as a Code Enforcement Officer for the Village of Bensenville, where he worked for the next seven years. Kory has since moved on to a potion with the Village of Bartlett, where he’s worked for almost two years. Kory is an active member of the American Association of Code Enforcement (AACE), serving as a committee member for special events for AACE as well as for the Illinois Association of Code Enforcement (IACE). In his spare time, Kory enjoys aquariums, gardening, jet skiing, SCUBA Diving, traveling, and remodeling his house.

Kory was elected Secretary in December 2016, and his first term expires at the end of 2018.

Rhonda Klecz, CCEO, RBI, ESO

Past President/Treasurer, Illinois Association of Code Enforcement


Rhonda has been in municipal government for over 25 years, starting her career with the Village of Villa Park Police Department. She currently works for the City of Batavia and is an ICC Property Maintenance Inspector, ICC Zoning Officer, ICC Residential Building Inspector, Certified Code Enforcement Officer and Elderly Service Officer; she also holds multiple FEMA certifications.  In her work with the Illinois Association of Code Enforcement (IACE), Rhonda was an integral part of IACE receiving their original BOCA Chapter Status back in 1996. Throughout her career, Rhonda has held several different IACE board positions and has been instrumental in driving the organization forward.  Most recently, Rhonda worked on the 2013 AACE Conference Committee, and she is chairing the IACE 25th Anniversary (2018) Committee. She enjoys traveling, motorcycles, and spending time with her family.

After serving a term as President of IACE that ended in December 2012, Rhonda was immediately elected Treasurer. Rhonda was re-elected in December 2013, 2014, and 2016 (IACE amended the bylaws in April 2014 to make board positions two-year terms). Rhonda's fourth consecutive term as Treasurer expires at the end of 2018.

David Koski

Sergeant at Arms, Illinois Association of Code Enforcement


David is a Code Enforcment Inspector for the City of Elgin. David has lived in Elgin since 1982, graduated from Larkin High School, served in the U.S. Navy as a Photographer's Mate, and graduated from Eastern Illinois University with a Bachelor's degree in Speech Communication. Before coming to the City of Elgin, he worked in sales, financial planning/insurance, and at Mooseheart Child City and School.

This position is David's first with the Illinois Association of Code Enforcement. He was re-elected to his second consecutive term as Sergeant at Arms in December 2016, and his term expires at the end of 2018.

Marc S. Mylott, AICP

Immediate Past President, Illinois Association of Code Enforcement

Marc is the Director of Community Development for the City of Elgin. His 17-person department is responsible for planning, zoning, permitting, building inspections, public health, grants, and historic preservation. Before coming to Elgin in September 2010, Marc was the Director of Planning & Development Services and Zoning Administrator for the City of Columbia, South Carolina. Prior to Columbia, Marc worked for the City of Evanston, Illinois and the urban planning consulting firm Lane Kendig, Inc. Marc earned a Bachelor of Urban Planning and Development and a Bachelor of Science from Ball State University; at the same time, he double-minored in Political Science and Energy Resources. Marc is certified by the American Institute of Certified Planners, and he is a member of the American Planning Association. Marc is certified as a Zoning Inspector by the International Code Council, and he is a member of the American Association of Code Enforcement. Marc spends his time away from the office with his family, and he coaches his daughter’s fastpitch softball team and his son's basketball team.

Marc was appointed 1st Vice President in August 2013. He was promoted from 1st Vice President to President in July 2014, and he was elected by membership as President in December 2015. Marc finished his term as President in 2017 and did not seek re-election.
